refactor: 删除秒杀活动管理的多余限制

移除创建/更新/删除/发布/暂停/恢复/结束秒杀活动中的不必要校验：
- 开始时间不能早于当前时间
- 秒杀价格必须小于商品原价
- 商品未上架限制
- 只有未开始的活动才能修改/删除/发布
- 只有进行中的活动才能暂停
- 只有暂停的活动才能恢复
- 已有订单不能删除
