manager服务作为后台web服务，提供管理后台用户登录，菜单，基础数据配置，营业部数据查询（对接权限系统），运费配置，调度查询与配置，订单查询，转运查询，线路查询等。
主要功能：
- 提供基础数据配置功能。
- 提供订单、运单、运输任务查询、手动调整功能。
- 提供线路查询配置功能。
- 提供营业部数据查询、服务范围配置、取派件任务手动分配功能。
